Each year a new Europa issue is published which is based upon a theme suggested by PostEurope, an organisation of European post operators. Members of PostEurope can then determine whether the theme will be included in the plan of their country’s issues of postage stamps to be published during the following year; they may also elect to use the same artistic design.
